Pavel Durov, the CEO of the popular messaging app Telegram, was arrested by French authorities on Saturday. According to TF1 Info, multiple French agencies participated in the operation, which unfolded at Le Bourget Airport near Paris. The arrest has raised numerous questions regarding the moderation policies and cooperation of Telegram with law enforcement agencies.

Details of the Arrest

Authorities involved in the arrest included the Air Transport Gendarmerie (GTA), Cyberspace Gendarmerie Command (COMCYBERGEND), the National Anti-Fraud Office (ONAF), and the Border Police (PAF). Durov, originally from Russia and currently 39 years old, was apprehended upon his arrival from Azerbaijan in his private jet.

Why Was Durov Arrested?

Telegram, co-created by Durov and his brother Nikolai in 2013, boasts 900 million users worldwide and is one of the most downloaded apps globally. Despite its popularity, it is less moderated compared to other communication platforms. This has allegedly made it a hub for criminal activities, including money laundering and drug trafficking. French authorities accuse Durov of failing to implement adequate measures to prevent the app’s misuse for illegal activities. Furthermore, Telegram has faced criticism for not cooperating with law enforcement agencies and providing tools such as cryptocurrency, which could facilitate criminal behavior.

Legal Proceedings Ahead

Durov is reportedly set to appear in court on Sunday, where he is expected to face multiple charges. Currently residing in Dubai, Durov holds dual citizenship with the United Arab Emirates and France. The arrest likely didn’t surprise him, as he was aware of the arrest warrant issued against him by OFMIN, an agency aimed at combating offenses against children. Despite this, Durov’s decision to travel to France remains a point of speculation, possibly being a miscalculated stopover.

The arrest of Pavel Durov puts a spotlight on the moderation policies of Telegram and its cooperation with global law enforcement agencies.
